What it measures (the pair-gap moat)

Regulation and market are two adjacent measured axes, never fused into one number — regulation states what is permitted; market states what is priced. The pair-gap (East↔West market reaction) is real, deterministic, and signed. Not one gap number (category error, killed at Stage 0).
